గ్రామ పంచాయతీల నిర్వహణకు ఆర్థిక ఇబ్బందులు
తెలంగాణ Telangana News భారత్ ప్రతినిధి : గ్రామ పంచాయతీలను నిధుల కొరత వేధిస్తోంది. కేంద్ర, రాష్ట్ర ప్రభుత్వాలు కొన్ని నెలలుగా పంచాయతీలకు నిధులు విడుదల చేయకపోవడంతో అభివృద్ధి కుంటుపడుతోంది. ముఖ్యంగా ఆదాయ వనరులు అంతగా లేని చిన్న పంచాయతీల్లో కనీసం కార్మికులకు వేతనాలు చెల్లించలేని పరిస్థితి. గ్రామ పంచాయతీల్లో స్వచ్ఛదనం- పచ్చదనం, త్వరలో నిర్వహించే బతుకమ్మ, దసరా పండగ సంబరాలకు నిధుల లేమి సమస్యగా మారనుందని పంచాయతీ కార్యదర్శులు ఆందోళన వ్యక్తం చేస్తున్నారు. గ్రామ పంచాయతీల్లో ప్రభుత్వం ఫిబ్రవరి 2న ప్రత్యేకాధికారులను నియమించింది. నిధుల లేమి, సిబ్బంది జీతాల చెల్లింపుల్లో జాప్యం కారణంగా పంచాయతీ పాలన గాడితప్పుతోంది. గ్రామాల్లో పారిశుద్ధ్యం, మురుగు కాలువల్లో పూడికతీత, విద్యుత్తు దీపాల ఏర్పాటు, తాగునీటి పైప్‌లైన్‌ల లీకేజీలు, ట్రాక్టర్లకు డిజిల్‌ కొరత ఇలా అనేక సమస్యలు రాజ్యమేలుతున్నా పట్టించుకునే వారు కరవయ్యారు.
ప్రత్యేకాధికారులు సైతం చేసేదేమీ లేక పంచాయతీలను పెద్దగా పట్టించుకోవడం లేదనే ఆరోపణలు వ్యక్తమవుతున్నాయి. జాడలేని ఎస్‌ఎఫ్‌సీ నిధులు ఈ ఏడాది జనవరిలో కేంద్ర ప్రభుత్వం నుంచి 15వ ఆర్థిక సంఘం నిధులు కొద్దిమేర గ్రామ పంచాయతీ ఖాతాల్లో జమయ్యాయి. వాటితో పంచాయతీ కార్యదర్శులు కొన్ని నెలలుగా నెట్టుకొచ్చారు. రాష్ట్ర ప్రభుత్వం నుంచి రావాల్సిన ఎస్‌ఎఫ్‌సీ (స్టేట్‌ ఫైనాన్స్‌ కార్పొరేషన్‌) నిధులు సైతం గత కొన్ని నెలలుగా విడుదల కాలేదు. గతంలో సర్పంచులు గ్రామాల్లో చేసిన పనులకు సైతం బిల్లులు చెల్లించాల్సి ఉంది.బ్లీచింగ్, వీధిలైట్లు, చేతిపంపుల సామగ్రి కొనుగోలు, పంచాయతీ నిర్వహణ ఖర్చులు ఇవ్వాల్సి ఉంది. ప్రభుత్వం నుంచి నిధులు విడుదల కాకపోవడంతో ప్రత్యేకాధికారులు పంచాయతీ పాలనను పెద్దగా పట్టించుకోవడం లేదు. దీంతో పూర్తిస్థాయిలో బాధ్యతలు పంచాయతీ కార్యదర్శులపై పడటంతో వారు అప్పులు చేసి పనులు చేయాల్సిన పరిస్థితి ఏర్పడుతోంది.
Gram panchayats are suffering from lack of funds. The central and state governments have not released funds to the panchayats for several months, so the development is stunted. Especially in the small panchayats which do not have much source of income, at least the wages of the workers cannot be paid.The panchayat secretaries are expressing concern that lack of funds will become a problem for cleanliness and greenery in the village panchayats and for the upcoming Bathukamma and Dussehra festivals. The government has appointed special officers in the gram panchayats on February 2.Panchayat governance is in shambles due to lack of funds and delay in payment of staff salaries. Sanitation in villages, removal of silt in sewers, installation of electric lights, leakages in drinking water pipelines, shortage of diesel for tractors etc.
Many problems are prevailing but those who care are overwhelmed.Allegations are being made that even the special authorities do nothing or do not pay much attention to the panchayats. Untraceable SFC Funds In January this year, the 15th Finance Commission funds from the Central Government were deposited in Gram Panchayat accounts. Panchayat secretaries have been pushing with them for a few months.The SFC (State Finance Corporation) funds due from the state government have not been released for the past few months. Bills are also to be paid for the work done by the Sarpanchs in the villages in the past. Bleaching, street lights, purchase of hand pump equipment, Panchayat maintenance expenses are to be paid.There is Due to non-release of funds from the government, the special authorities are not paying much attention to the Panchayat governance. Due to this, as the full responsibility falls on the Panchayat secretaries, they are in debt and have to do the work.
